Reduce congestion near primary schools
Many parents drive their children to primary school. They live far from the school. The school bus can take more than one hour for the journey. The children have to wake up early to catch the school bus.

The cars cause congestion on the roads leading to the school.

We need a solution.

This is what I suggest:

a) Parents are not allowed to stop their cars within a certain distance from the school, unless they have a permit. They have to pay an annual fee for this permit, similar to a parking permit.

b) The school should organize minibus (say 15 seats) to fetch the children to school. As these buses have fewer passengers, the travel time will be shorter, as the driver does not need to go to many houses to fetch the children.

To keep the cost low, the government should provide a subsidy to the operators, so that the charges can be kept affordable to the parents.
