An alternative approach to the CDC e-voucher
The government is giving $100 CDC e-voucher to each household to use at participating hawkers stalls.

It takes a lot of money and effort to develop the platform to handle this scheme and to enroll and train the hawkers and the public to use the platform. 

It takes a lot of effort for the customer and hawker to collect payment using the e-voucher. 

I read some comments that many hawkers decline to participate in the new scheme, as it is quite troublesome for them. This is not verified.

This is another example of a wasteful exercise. 

I suggest a practical way to handle this effort. 

a) Customers are encouraged to pay to the hawkers using PayNow. 

b) The government runs through the payments daily and pays to the customer say 20% of the purchases, subject to a cap of $100 for each household.

Many hawker stalls are already on PayNow. New stalls can join PayNow to participate in the scheme.

The customer makes one payment using PayNow. There is no need to have a separate payment using the voucher or to handle cash payment. 

This will promote the use of PayNow, which is a national goal. 

It also helps the customers to enjoy the incentive and the hawkers to get more business.
