Quarantine and home isolation for young kid

A four year old kid was quarantined in a hotel. The teacher of his kindergarten class was tested positive.

This caused some disruption to the family. The mother had to take leave from work and look after the kid in the hotel.

The kid was tested negative during the quarantine period and was discharged. 

A month later, the kid was placed on home isolation. This time, the teacher in the next class was tested positive. 

Again, the mother had to stop work to look after the kid at home. The siblings had to be isolated from the kid. Again, this caused disruption to the family. It now affects the other siblings, who has to stay away from the isolated kid. 

The kid was tested negative during the isolation period. 

I suspect that this was probably the case for most of the kids in the classes that were asked to be isolated. 

We seem to be spending a lot of effort, and getting family members to be disrupted from their daily routines over a risk that is probably quite low. 

Only a small proportion of the children would be infected, and in most cases, their infection would be mild. 

If we do not carry out the frequent testing, isolation and quarantine, we would probably catch the few cases that fall sick. If the infected people are treated at that time, the chance of severe illness will probably be very low.

I wonder if anyone who is in charge in the ministries of education and health are considering this issue?
