Media Confusing report on retrenchment in 2020
I am confused with this ST report.

Initially, I do not know if the actual number of retrenched workers have increased. After reading the full report, I found that it has increased.
But why does the headline said that the proportion of retrenched workers is smaller?
I think the report said that more people were retrenched in 2020 compared to 2019.
But the proportion retrenched in 2020 is lower than the retrenchment in previous recession years (not 2019).
