The minister has announced that the current rules will be changed to allow CPF to be used to purchase the older HDB flats.  This will help in some way to remove the sharp decline in value when the HDB flat reach 40 years. I made this suggestion a few months ago. Allow young people to use CPF to buy old HDB flats

At present, young people cannot use CPF to buy old HDB flats with a remaining lease of less than 60 years. This has caused the prices of these old flats to fall sharply. Even so, the owners cannot find a buyer at a fair price. They have to take a very big cut. I suggest that the ministry of national development consider this approach to provide drainage and laying of cables and water pipes. 1) Design a drain that can carry away drain water and have three compartments for running electricity cables, telecom cables and water pipes. Allow owners of HDB flats to use VERS to sell their apartments to private developers for a better value, subject to payment of development charge.  Do not restrict the resale back to HDB only. It is a monopoly. HDB will not offer a higher price.   ......

Renewal of expiring lease

Many countries allow expiring lease to be renewed at nominal rates.  This will help to owners to keep their HDB flats and preserve the value of their investment. Do not make their flats worth nothing at the end of the lease.  ......

Active market in old flats

The government is probably worried that they will end up holding too many HDB flats that they had bought under the lease buyback scheme. They should not be afraid of this outcome. There is nothing wrong with the government owning assets. Just look at the trillions that are owned by the government in government buildings and land. Town council

Town council outsourced the cleaning job to a cleaning company. The worker who is in charge only spray water on all the pavement in the estate. They do not scrub or mop the floor. Hence, when left to dry , the floor is still dirty from dirt left behind on the wet floor when residents walk within the estate. Allow young couples to rent flats for 5 years

What young couples need for housing is a starter home with a shorter term lease that will not count against the HDB first timer subsidies. They need a HDB with 2 bedrooms. One room for nursery, one room for the young couple. Short term lease of 4-5 years while they wait for the BTO. Build Flats in Advance

There is currently a problem of low Birth Rate in Singapore due to couples having to apply for a BTO Flat and then they have to wait 4 Years for these BTO Flats to be built. My Suggestion is for HDB to Build In Advance (BIA), instead of Build To Order (BTO). Expiring HDB Leases

I have some suggestions on the issue of the expiring leases of 40 year old flats. Suggestion 1:  Since 4% of entire Singapore HDB Flats have already undergone SERS (Selective En bloc Redevelopment Scheme), I suggest to treat ALL Singaporeans and PRs fairly and give all HDB Flats ONE guaranteed opportunity for SERS. Many HDB flats have passed the 40 year mark and the remaining lease is now less than 60 years.  It is difficult to sell these flats as there is a dearth of buyers. Many young people are not able to buy these flats as they cannot use their CPF for the repayment. We will have to wait another 50 years before the 99 year lease for the HDB flat runs out.  But many people are now worried about what will happen to their flat and to their children who inherit these flats. HDB lease

Would like to suggest the Govt grant a lease extension of 33 years for HDB flats.  This offer could be made 10 years before the expiry of the 99 year lease.  Of course a price would have to be paid and would suggest it be set at between 10-15%,of prevailing prices of BTO in that area at that time. Display of shop units

Many of our Shopping Mall shops have no unit numbers. The floor plan and their adverts shows the unit number but when you reach there you can't find any number on their shop front. This makes it difficult to find one's way around the shopping mall. These are the malls that I would usually avoid going to. Hope the management are aware of it. ......

Extend lease buyback to the commercial banks

The government has now decided to extend the Lease Buyback scheme to owners of 5 room flats. Previously, it was restricted only to 3 and 4 room flats.  This extension make sense, as the some owners of 5 room flats also need this facility.
