Safe internet
The internet has played an important and useful role in spreading information easily and widely. It has its benefits and its drawbacks.

The key benefit is the easy access to useful information. 

The key drawback is the spread of misinformation and harmful content. False and malicious contents are created and spread widely. Often, the people who spread these harmful content are not aware that they are false. They believe the content to be true.

What can be done to stop the spread of these harmful content?

The tech company have made attempts to moderate the content using their "community standards".
While the moderation efforts have generally been helpful, the moderation has created other problems. Honest opinion are being censored.

It is not possible to close down the internet.

I suggest that a "safe Internet" be developed as follows:

a) This will be an alternative platform to the current internet, which continued to be available.

b) All users in the safe internet have to be identified and verified. Each person can open only one account.

c) The user has to pay a modest fee to send each message, say $0.01 cent. The payment of the fee will reduce the advertising spam that is rampant in the current internet (which is free).

d) The user has to pay a fee, say $0.01, to access an article that is posted in the safe internet. This will encourage writers to put in the effort to write useful articles. This is an alternative to the monthly subscription to certain platforms in the internet.

If the "safe internet" is available, I would prefer to receive all my communication through this channel. I do not mind paying a small fee for each message that I send, knowing that it is more likely to be received by the recipient, and that the spams are removed.
