Other Organisations A possible negotiated settlement
I wish to suggest the following approach towards a negotiated settlement to the Ukraine conflict.

1. A ceasefire be agreed. 
2. Hold a referendum, under the auspices of the United Nations, to get the opinion of the residents of the five regions (Crimea, Doneksh, Luhansk, Zaporizhzhia and Kherson) on being part of Ukraine or Russia.
3. The referendum should be held after all the refugees were allowed to return to their home.

The western nations may not like to give Russia these regions based on their military occupation, it must be remembered that these regions were originally governed by Russia and many of the residents had roots with Russia. 

Their inclusion into Ukraine was an administrative decision made during the days when they were part of the Soviet Union. 

The results of a referendum should determine the future of these regions.
