Allow passenger to cancel ticket for 50% refund
Dear CEO,

My friend booked a ticket to Perth on Scoot for the onward and return journey.
The journey to Perth was cancelled by Scoot due to Covid. 
After a long struggle (involving CASE and a suggestion to go to Small Claim Tribunal), the passenger managed to 
get a refund from Scoot for the onward journey only.
Scoot refused to refund the return journey.

This is my suggestion. 
Scoot can allow the passenger to cancel the return ticket for a 50% refund, provided it is done with at least 24 hours notice.
This cancellation can be allowed for any good reason, e.g. illness or cancellation of the onward journey.

This is my reason. Scoot has the chance to resell the ticket, and maybe get a fare better than the refund. 
The passenger does not have this chance. 

Even if the airline cannot sell the canceled ticket, it will gain a lot of goodwill from its customers.
