Singapore Why the scams get out of control
My friend said - Our police seems quite helpless and unable to cope (with the scams). Isn’t it a disgrace? It’s time they revamp the police investigative and forensic abilities. There is a need to catch up with the sophistication of the new age criminals.

Yes. It is a big disgrace. 
This is my opinion.
This rot happened about 20 years ago during WKS time.
He froze the police force and outsourced the policing work to other regulatory agencies, such as MAS, IDMA, LTA, etc. 
These regulatory agencies do not have the skills and powers of investigation.
This is how all kinds of scams arose, and the govt is powerless to act. 
Each agency depend on the other to act.
It is total confusion. 
For any problem, a team from several agencies come together to craft a joint "media release".
The underlying problem is not solved.
