Imported cases placed under Stay Home Notice
I saw this announcement - There are 5 imported cases today, which have been placed on Stay Home Notice (SHN) or isolated upon arrival in Singapore.

Does it mean that the incoming travelers who are citizens or permanent residents and tested positive for covid are allowed to stay at home during the specified quarantine period of 14 or 21 days?

Surely, if they are infected, they are likely to pass their infection to other people at home?

I thought that it is better to place them under quarantine in a special facility where they can be closely supervised. 

I recall that all incoming visitors have to serve a quarantine in a hotel, and are placed under strict observation. 

Surely, the people who are already infected are more risky that the incoming visitors who are not infected?

I find the current arrangement to be confusing and contradictory.
