How laws are passed in the US and in China
In the US, the laws have to be passed by the House of Representatives and the Senate. If the House and Senate are controlled by different political parties, it may be difficult to get any law passed as in recent years, the two political parties have been polarized. This is called gridlock. 

China has a different system. It has a parliament, called the National People's Congress, where laws are passed. As the NPC comprise of nearly 3,000 members, they elect a standing committee (14 members) which meets frequently to discuss the issues and present the recommendations to the full NPC for voting.

China has another body called the China People Political Consultative Conference. It comprises of over 2,000 members who are elected from various organizations within the country. They representative the various social and business organizations such as agriculture, labor, woman, minorities, business community.

The consultative conference is a useful organization for the real issues affecting the ordinary people to be channeled to the government for laws to be formulated. This is a consultative body that does not have any legal power. 

The system in China allows laws to be passed to address real challenges affecting the people. 

It is clear that China has an effective system to govern the country. This accounts for the rapid progress of China during the past three decades.
