Travelers tested positive after quarantine measures
There were a two recent cases of travelers who were quarantined for 14 days and tested negative. They were later found to be positive. 

What happened?

This is my reasoning from the available information provided in the media.

These travelers were infected from the community. They were not infected when overseas.

I suspect that the virus is quite widespread in the community, but it was mild and do not spread easily. I read a report that the risk of "secondary infection" was low.

Some people were more susceptible to the virus because their immunity was low. These two cases probably belong to this category of people. 

As they were symptomatic, it is appropriate for them to be quarantined again. 

We can be relaxed about asymptomatic people as the risk of their spreading the virus is low. I suspect that the virus is quite widespread in the community but the virus load is low. We do not need to worry about these cases, unless they virus load becomes seriously high, leading to symptoms.

I hope that the medical people in charge of the pandemic consider this possible interpretation. If it is proven to be correct, it will change our approach towards dealing with the spread of the virus.
