Surely, it should be possible for each city to build low cost housing for the homeless people? It is also a good way to create jobs for the unemployed.

Surely the Department of Housing and Urban Development (HUD) could fund the building of these houses?

It is an expense to the country, but allowing the homeless people to sleep on the streets also carry its expenses, such as cleaning up the mass and policing the crimes.
