Consider the consequences
To make a good decision, we have to consider the consequences of any action that is being proposed. 

For example, the ministers have instructed the mall owners to require customers to use only the main entrance to the mall. They will then be able to control the temperature taking and "safe entry" procedures. 

Some customers find this to be troublesome. They do not like to walk the long way to the main entrance. They decided to avoid visiting the malls.

Already, the malls are suffering from poor business.  The additional hassle, which cause more customers to avoid the malls, make business even worse. It hasten their demise.

The ministers (I shall not call them insane and idiotic) does not seem to realize the consequences of their decision to "be safe".

The question is - is it really necessary to create the hassle? Does the "safe entry" and temperature taking really help to stop the spread of the virus? I do not think so.

I think it is insane to create hassle that turn off the customers and lead to the closure of many businesses.
