Minimum salary for S Pass, E Pass
Ten years ago, I advertised for software developer. The locals were not interested. One foreigner, working in Singapore, applied. I interview him.

I told him that the salary for E Pass was higher than the salary that I was prepared to offer.

He said that I could declare a salary for the E Pass and he will return the difference back to me each month. 

I was not prepared to carry out this arrangement. He assured me that many of his friends, who came from his country, are working in Singapore under this arrangement. It was a common practice. 

I did not employ him. I was not able to verify if it was a common practice. 

Someone pasted link to this video in my Facebook. It appeared to confirm that the practice of over-stating the salary to meet MOM requirements is quite a common practice.

My common sense tells me that this practice is likely to be quite rampant.

I do not understand why MOM can allow it to continue for at least ten years, and why several ministers of manpower are not able to stop the abuse.

Frankly, my common sense tells me that the requirement of asking employers to provide a salary that passes the threshold is nonsensical. Clearly, it can be circumvented. It appears to be the case.

The government needs to address the underlying problems - why do employers prefer foreign workers?

What is wrong with local workers? Are they too expensive? Are they not productive? Do they job hop and cause problems to the employers?

It is shameful that the ministers cannot find a solution after more than a decade.
