Compulsory to wear a mask
I went out on 16 April for 90 minutes walk wearing a mask. It was uncomfortable. I found it difficult to breath.
My friend said that the latest regulation allows a person to go out without a mask for brisk walking exercise.
I was aware of the latest change. Why did I wear the mask?
Here is the sequence of events:
a) On 14 April 2020, the message from Gov.sg was "Wear a mask, when out". It listed a penalty of $300 for first time offenders and higher fines and prosecution for repeat offenders. The regulation was issued suddenly and came into immediate effect.
b) On 15 April, the regulation was changed - "No need to wear a mask if you are engaged in strenuous exercise (e.g. jogging, brisk walking).
I was aware of the change on 15 April. It was also possible that this latest message could be fake, but I did not think so.
Nevertheless, when I went out for my brisk walk on 16 April, I decided to wear a mask. Although I knew of the change, it is possible that the enforcement officer that I met might not be aware of the sudden change. I did not want to be caught in an argument. (It did not happen).
I do not object to the sudden announcement on 14 April to wear a mask when out, or to the sudden change on 15 April to exempt brisk walking from the activity. I believe that regulation should be changed, if they are the changes are deemed to be necessary.
However, I do object strongly to the penalty that was announced on 14 April.
I consider it highly arrogant for the minister to impose stiff and unreasonable penalty without giving adequate notice. There was no need to act in this manner. It would be more acceptable if the penalty is introduced later, after a week or two.
