Build underground walkways to MRT stations
I like the concept of a network of underground walkways to connect the MRT station to the neighboring districts. This allows the commuters to walk underground up to 1 km to the MRT station, or to another district within 1 km of the MRT station, without having to cross any road.

How much does it cost to build this network?

There are 120 MRT stations. On average each station will have 6 km of underground walkway to connect to the neighboring districts in various directions. 

A commuter can walk to a nearby entrance/exit to the underground tunnel, go down into the tunnel and walk all the way to the MRT station. They can also use the walkway to travel to other parts of the district within 1 km of the station.

What is the cost to build 720 km of underground walkways?

According to this report, the cost can be $20 million USD per mile, or $28 million SGD per mile, or $18 million SGD per km.

To build 720 km of underground walkway, the budget is $13 billion SGD. This is perhaps the cost of terminal 5, or half the cost of a MRT line. It is an acceptable budget. 

There is considerable benefit in having a network of underground walkway that allows people to travel from one part of the town to another or to walk to a MRT station without having to cross the road where there are heavy traffic.
