This is what I gathered from reading many sources.

When a person is infected with the coronavirus, it may stay in the body for several weeks or months before they become serious ill.

So, many people may be discovered quite late, way beyond the 14 day incubation period. If so, quarantine is not useful.

It is better to make everyone go through a temperature screen at least once a week. It will identify those people with symptoms of the coronavirus. They can be sent to hospital.

The spread is more serious when the symptoms appear. The weekly temperature screening has a better chance of catching the infected persons with symptoms.

The infected person may infect other people before he is discovered but the number will be small and at an early stage, the virus will not cause serious harm. If all the infected person are discovered early, the spread can be reduced considerably.

I prefer the screening to be carried out by specially trained people with proper equipment. I do not like the current approach of decentralizing the screening to the workplaces using the security officers.
