Why does the public have to give their NRIC for scanning when they visit a commercial building?

In some cases, the security guard detain the NRIC for the duration of the visit. 

Sometimes, they ask for the mobile number.

Why is this necessary?

I suspect that it is due to some instruction from the Police or the Home Affairs.

I suggest that the Ministry of Home Affairs take the lead and give directives that these measures are unnecessary and perhaps an infringement of privacy.
