Creating jobs for locals

What does Heng Swee Keat mean when he used these high sounding terms?

Amid geopolitical and economic uncertainties, it is critical for countries and international organisations to work closely together towards long-term, sustainable development, said Finance Minister Heng Swee Keat yesterday.

He called on local and foreign labour ministers and tripartite leaders attending a conference on work this week to grow and develop their citizens, create different learning pathways, and utilise labour productively so workers can lead better lives.

The world is facing many complex and transnational challenges such as terrorism, climate change and food security, said Mr Heng.

How about focusing on some concrete ways to ensure that Singaporeans have jobs and are not replaced by foreign workers?

If I were giving that speech, this is what I would say.

Our respective countries face the challenge of creating jobs for our people. I like to share with you the strategy adopted by the Singapore govt. 

We required our public sector to pay adequate wages that are sufficient to attract locals to do the work. These wages should be sufficient to meet the high cost of living in Singapore. 

These jobs include teachers, nurses, police officers, public transport workers. By paying adequate wages in the public sector, we set a benchmark for the private sector to follow.

The small businesses create most of the jobs for the economy. They may not be able to pay the adequate wages. We have a scheme to give a wage subsidy for the small businesses, so that they can operate viably. 

It is difficult to manage a wage subsidy scheme as it can be abused, but we try our best to achieve the goal of getting our small businesses to create jobs for the locals that pay adequate wages and keep them viable. 

We have an aging population. Many of the older people, especially those in their sixties, can still work but they are not as productive as the younger workers. We do not want these workers to be idle. 

The govt has created jobs that are specially suited for these older workers. These jobs are to be ushers at MRT stations, bus interchanges, hospitals and public buildings and to take care of young children in child care centers and primary schools.
