Ministry of Foreign Affairs Adopt a flexible approach towards negotiating the water agreement
I suggest that Singapore should adopt a flexible approach towards negotiating the water agreement. 

Here are some of my points:

a) Although we have an international agreement, it is an old agreement that was signed more than 50 years ago.

b) What we consider to be "firm principles" may be seen in a different perspective by the other party. They may focus on "fairness".

c) If we do not get an agreement that both sides consider to be fair, we will have to face problems from other issues, such as the use of air space.

d) In negotiation, it is better to have a flexible approach, rather than to rule out some options through hard rhetoric.
