The Malaysian government paid for the broadcasting rights to the World Cup, so that their people can watch the World Cup games for free.

Why can't the Singapore government do the same? 

The actual cost can be offset by the advertising revenue. the government only needs to foot the difference, or provide a grant to cover (say) half of the copyright cost.
